…Seeks UNDP Technical Support
(Monrovia, Liberia), The Ministry of Gender, Children and Social Protection (MGCSP) has announced plans to conduct a National Disability Survey as part of a broader partnership with the United Nations Development Programme (UNDP) to strengthen social protection systems and advance women’s empowerment across Liberia.

The initiative was unveiled during a high-level meeting between Gender Minister Gbeme Horace-Kollie and UNDP Resident Representative Mr. Aliou Mamadou Dia, where both institutions reaffirmed their commitment to deepen collaboration in promoting inclusive development for women, children, and persons with disabilities.
“We value UNDP’s partnership and technical support. Our goal is to strengthen the Ministry’s capacity to deliver impactful programs that empower women and girls while protecting the most vulnerable,” Minister Horace-Kollie said. UNDP confirmed its readiness to support the recruitment of a high-level technical gender consultant for the Ministry on an initial six-month contract and to assist with institutional strengthening based on findings from a recent micro-assessment.
As part of efforts to improve data-driven policy, the Minister announced plans to establish a national disability registry, supported by a comprehensive National Disability Survey. UNDP will draft the Terms of Reference, while the Ministry will collaborate with the Office of the Second Lady and LISGIS to determine technical scope and implementation capacity.
The meeting also addressed women and girls’ economic empowerment, with plans for Young Women’s Training Centers in Lofa and Bong Counties, alongside adolescent girls’ programs, including Menstrual Hygiene Management (MHM). UNDP recommended a multi-agency approach involving UNFPA and UNICEF.
On peace and security, the two institutions agreed to champion Peace Hut centers in Lofa and Bong under the Women, Peace and Security agenda, linked to transitional justice efforts.
The partners further discussed preparations for International Women’s Day (IWD) and the Commission on the Status of Women (CSW), with early partner engagement and justice sector participation.
UNDP also announced the visit of its Regional Director from February 17–20, 2026, with a pledge that the Minister will address the Ambassadors’ Meeting on women’s empowerment initiatives.
The strengthened partnership underscores a shared commitment to inclusive governance, data-driven policy, and sustainable empowerment for women and vulnerable populations across Liberia.
